Under, 21, is believed to be a transfer target for a number of the major clubs in European football.
Manchester City, Bayern Munich and Manchester City have all been credited with an interest, and Roma are said to be bracing themselves for a number of offers.
According to Gazzetta dello Sport, a member of Arsenal's scouting team watched Under score his fifth goal of the season in Roma's 2-1 defeat to Plzen in the Champions League earlier this week.
Under, who has five goals and five assists in 19 Roma appearances this season, is contracted to the Italian club until the end of the 2021-22 campaign.
