Atletico Mineiro winger Bernard will reportedly undergo a medical at Arsenal on Friday ahead of a £21m move.
The 20-year-old Brazilian has been linked with Tottenham Hotspur in recent weeks, while Liverpool are also believed to be keen on the player.
However, he is now expected to join Arsenal ahead of the new season, according to L'Equipe.
Bernard has won five caps for the Brazil national team.
