The FA has reported Bulgaria to UEFA over alleged racist abuse directed at winger Ashley Young during England's 3-0 win in Sofia.
The Manchester United man played an hour of the Euro 2012 qualifier before being substituted.
"We've raised it with the Bulgarian FA and the UEFA delegate. That's all we're saying about it," said a spokesman.
Manager Fabio Capello said he was unaware of the abuse: "I didn't hear it. I was focused on the game."
Meanwhile, Bulgarian coach Lothar Matthaus apologised for any chanting.
"Because of that I would like to apologise on behalf of the Bulgarian Football Federation," said the former Germany captain.
