The 20-year-old finished a fraction ahead of Azerbaijan's Valentin Demyanenko with a time of 40.064, while Martin Fuksa of the Czech Republic completed the top three, who were separated by less than 0.2 seconds.
The first eight competitors all crossed the line less than a second apart in a closely-contested race, while ninth-placed Jonatan Hajdu of Hungary finished in 41.192 seconds.
Andrey Kraitor of Russia had set the fastest time in the semi-finals, but was unable to replicate his performance in the final, finishing fourth.
