The Brit completed the course strongly after a composed performance, despite struggling slightly to keep control at gate 5.
Neave got stuck before the entry of gate 13 but a swift left-hand turn into gate 15 and 16 proved vital for the Brit, who completed a 101.95.
Maialen Chourraut for Spain topped the rankings with a 98.75, while Maria Clara Giai Pron for Italy clinched the second spot and Czech Stepanka Hilgertova grabbed third.
New Zealand took the lead through Luuka Jones, who suffered six penalty points after missing a gate, after the first six riders completed the course.
Ireland's Hannah Craig started well but struggled slightly while entering through gate 16 and 17 and suffered penalty points for knocking the 20th gate and almost missed gate 21 but she managed to recover with a final 117.07 score and 14th position.
