The Norwegian beat fellow countryman Edvald Boasson Hagen to claim his second stage victory of this year's race.
The 162.5km Saint-Paul-Trois-Chateaux to Gap ride was also notable for tour contender Andy Schleck's loss of over a minute on race leader Thomas Voeckler, leaving him 3:03 behind the Frenchman.
British cyclist Mark Cavendish remains top of the sprint standings despite failing to pick up any points on stage 16.
