Bates only joined Hamburg on a free transfer from Rangers this summer, but his performances for the German outfit have drawn the attention of a number of clubs across Europe.
The Mirror reports that a host of Premier League teams have sent scouts to watch him in the Bundesliga 2 this season, including Arsenal and Everton.
The likes of Leicester City, Watford and Southampton are also understood to be tracking the 22-year-old's progress ahead of a possible January move.
Bates has helped Hamburg to keep five clean sheets in his seven appearances for the club so far, while they have conceded nine goals in the two matches that he missed.
