Sampdoria have reportedly rejected Arsenal's offer of 43m for Joachim Andersen and Dennis Praet.
Gunners boss Unai Emery is allegedly restricted in the transfer market this summer as a result of the club's failure to qualify for next season's Champions League.
However, the Premier League outfit continue to be linked with big-money moves, which includes a strong interest in each of Andersen and Praet.
Arsenal have allegedly made a substantial bid for the Danish defender and Belgian midfielder, two of Sampdoria's most consistent performers over the last two campaigns.
The Italian outfit are in no rush to part ways with the pair, according to Gazzetta dello Sport, with Arsenal being told that it will cost £49m to secure the double signing.
Andersen still has three years remaining on his contract, while Praet's deal is due to expire in 2021.
