Joel Campbell's agent has criticised Arsenal manager Arsene Wenger for refusing to sanction his client a move to Benfica.
The Costa Rica international returned to the Emirates in the summer following a loan stint at Olympiacos, but his first-team opportunities remain unclear.
The 22-year-old forward has not started for the Gunners yet this season and following the arrival of Danny Welbeck from Manchester United, Campbell's chances may be limited.
Arsenal are said to have received a bid from Benfica, but Wenger has opted to keep the forward at the North London outfit.
Campbell's agent Joaquim Batica told O Jogo: "Benfica fought until the last minute to sign Campbell but the move didn't happen because, in the last hour, Arsenal decided to keep him.
"Wenger says he did not want to sell him. But if he is not in his plans, then why not allow him to leave?"
Campbell has been on Arsenal's books since 2011.
