The Denmark international is said to be unsettled at Anfield after admitting that he was unhappy about his lack of game time last season.
Gunners defender Thomas Vermaelen is a reported target for Barcelona and Manchester United, and Arsene Wenger has identified Agger as the Belgian's replacement should he depart, according to The Sun.
Liverpool have added Dejan Lovren to their ranks this summer, making Agger's fight for regular first-team action even more difficult this coming term.
