Premier League rivals Arsenal and Liverpool are thought to be interested in the Czech Republic international and could launch bids when the transfer window opens.
Arsenal boss Arsene Wenger is said to be looking for a replacement for Wojciech Szczesny, while Liverpool counterpart Brendan Rodgers reportedly wants to provide competition to Simon Mignolet.
According to the Daily Star, Chelsea owner Roman Abramovich will allow Cech to choose which club he joins.
The report adds that the Blues will demand a fee of £10m for the goalkeeper's services.
Cech moved to Stamford Bridge from Rennes in 2004.
