According to The Express, Hammers boss David Moyes is ready to offer £10m for the midfielder, having had a bid of £8m rejected during the January transfer window.
Moyes is said to have identified midfield reinforcements as a priority for the Hammers, who lie in 13th place in the Premier League.
The Scot brought in Inter Milan midfielder Joao Mario on loan in January, but the Italian outfit has reportedly demanded £38m to make the move permanent.
West Ham take on fellow relegation battlers Swansea City in the Premier League this weekend, heading into the match just three points clear of the dropzone.
