The Football League has made plans to ensure that one black minority ethnic (BME) manager will be interviewed for each vacancy from the 2016-17 season.
The policy, which is similar to American football's 'Rooney rule', has been supported by the League clubs.
League chairman Greg Clarke told BBC Sport: "It is important we take the lead in this area as our clubs will provide the majority of employment opportunities."
There are currently five BME managers in the League - Queens Park Rangers' Chris Ramsey, Chris Hughton with Brighton, Chris Powell at Huddersfield Town, Jimmy Floyd Hasselbaink of Burton Albion and Carlisle United's Keith Curle.
