However, it was County who took the lead when Graham Carey seized possession in a dangerous area before picking out Melvin de Leeuw, who tucked the ball beyond Fraser Forster's grasp.
The champions looked for an immediate response through Anthony Stokes, who drew a save from Mark Brown.
County still posed their own threat in attack with De Leeuw firing an acrobatic effort just over the bar and Carey also going close for the Staggies.
But Celtic were able to equalise later in the first half when a Leigh Griffiths from distance wasn't held by Brown and Commons was on hand to stab the ball home.
The Hoops were searching for a second before the break, but Commons and Stokes failed to convert their opportunities.
After the break, Celtic were far brighter with Liam Henderson striking a post with a header and going close with two further efforts.
County's attacking play appeared to dry up as Henderson twice threatened the Staggies goal and the Hoops scented a second goal.
With time running out, Virgil van Dijk saw his header saved by Brown, but Celtic were unable to find a winner.
