Real Sociedad manager David Moyes has backed Pedro to add more "quality" to the Premier League, but expects the winger to take time to settle at Chelsea.
The Spaniard sealed a £21.4m move to Stamford Bridge on Thursday, despite initial reports claiming that he was on the verge of joining Manchester United.
"I think it can take time for these players to settle, and they must be given the opportunity to do that," Moyes told Sky Sports News. "The football in Spain is completely different than in England due to contact being much greater than it is here.
"I think Pedro coming into the Premier League will add to the quality that the league has got. It has a lot of great players, and Pedro is certainly one."
Moyes took over at Sociedad in November last year following a failed 10-month spell as United manager.
