Chelsea have reportedly had an offer of over £16m turned down for Andre Schurrle by Bayern Leverkusen.
The 21-year-old has become one of the most sought-after talents in Germany since moving to Leverkusen from Mainz and has attracted the attention of the Blues.
The striker's performances led to his inclusion in Joachim Low's Euro 2012 squad and has already picked up 16 caps for his country.
Leverkusen chief executive Wolfgang Holzhauser told German news agency SID: "We were presented with a very concrete offer from Chelsea for Andre of beyond the €20m euro mark.
"The sum was pushed back and forth between the two clubs. We ultimately chose Andre.
"Andre is very valuable for us. He has also made it clear he would like to stay with us."
Chelsea have already signed Marko Marin and Eden Hazard.
