The former England skipper arrived in Washington on Wednesday to potentially finalise terms on a big-money deal with the Eastern Conference's bottom side.
Sky Sports News reports that the 32-year-old has already met with United chiefs at their Audi Field stadium, and a medical may now be pencilled in for later this week.
Rooney jetted in from Barbados, where he has been on a family holiday, and is also rumoured to have done some preliminary house hunting in Northern Virginia.
DC United have won just two of their opening nine league games this term.
