The Foxes looked on course for their first win in nine matches before Chris Burke scored from the spot late on to earn the visitors a share of the spoils.
The hosts were ahead at the break when Curtis Davies headed into his own net from a corner on 12 minutes.
Birmingham got themselves level on the hour as Nikola Zigic tapped in at the far post to cap a slick passing move from the visitors.
Leicester took the lead again with 15 minutes left to play through Jeffrey Schlupp's powerful header from a corner.
However, Burke slotted in from 12 yards in the 91st minute after David Nugent had collided with Wes Thomas.
