Arsenal have reportedly already seen two bids turned down for the attacker, who has a £41m release clause in his contract at the Portuguese outfit.
A Bola claims that both Chelsea and Manchester City are considering triggering that clause, whereas Arsenal are unwilling to do so.
However, the Gunners are refusing to give up on Fernandes and are weighing up a player-plus-cash bid, while Juventus and Borussia Dortmund are also thought to be interested in his signature.
