Martinez was understood to be on the brink of signing for Bayern, but disagreement over his valuation has put the transfer on hold.
Meanwhile, Man City football administrator Brian Marwood has contacted his Athletic Bilbao counterparts in the hope of brokering a deal.
Martinez is expected to cost the Premier League champions in the region of £30m.
