Barcelona president Sandro Rosell has criticised Manchester City for trying to "lure" players away from the Catalan club.
The Premier League champions have been linked with midfielder Sergio Busquets and also have former Barca executives Ferran Soriano as their CEO and Txiki Begiristain as their director of football.
"Manchester City have indeed launched an offensive to lure a number of people away from Barcelona," The Mirror quotes Rosell as saying.
"We're talking about people at all levels of the Barca structure, not just players. Their attempts have been unsuccessful, though, as our employees are happy here.
"We have a fantastic group of people and nobody wants to go. They want to fish here, but there are no fish left."
City are said to be interested in appointing former Barcelona coach Pep Guardiola as their manager in the summer.
