Sao Paulo rejected a £25m bid from an unnamed English club for rising star Lucas during the January transfer window, according to the player's agent.
The 19-year-old, who has played 11 times for Brazil, has recently been linked with Manchester United, Chelsea, Inter Milan and Barcelona.
However, it appears that the Brazilian club is unwilling to sell the youngster.
"One bid of around £25m was from Italy and another from England by a similar number," Wagner Ribeiro told La Gazzetta dello Sport.
"But the president decided not to sell and the situation has not changed. Sao Paolo do not want to sell the player."
Lucas made his debut for the national team against Scotland at the Emirates Stadium in March last year.
