Shinji Kagawa's move from Borussia Dortmund to Manchester United could reportedly fall through.
The Red Devils are believed to have had a bid of around £13m accepted by the German champions for their attacking midfielder.
However, the 23-year-old has not featured in 75% or more of Japan's matches over the last three years, which is the mark required to gain a work permit from FIFA.
As a result, the initial application will be turned down, meaning that United will have to request an appeal, according to Goal.com.
Kagawa has featured on 30 occasions for his country, scoring ten goals in the process.
