Rose has acknowledged that he does not know whether he will remain with the North London outfit after 12 years with the club.
The Sun claims that Spurs are open to parting ways with the 28-year-old, especially if they can land the services of Ryan Sessegnon from Fulham.
However, the report adds that interested teams - which may include Manchester United - are being put off signing Rose due to his wage demands.
The England international has two years left on his contract.
