Steve Lawrence, who designed the Olympic Stadium, made the European Commission complaint that scuppered West Ham United's original bid for the stadium.

Lawrence stated his reasons behind his complaint, explaining that the process was threatening to turn into a "debacle".

"I want the legacy in East London to last for generations and I felt this could bring about great change, and I saw this process turning into a debacle,"
Lawrence told Sky Sports News.

When questioned upon what he felt would happen if no action was taken, he said: "I think we will see a white elephant".

Central to his complaint was the £40m loan that Newham Council had made to West Ham. He added: "If that had happened after they had moved out of Upton Park, and that ground had been redeveloped, they would then have been in a position where they would have had to return the stadium to the authorities.

"I believe that if we construct a centre for UK athletics where the warm-up track will be and then allow the stadium to be converted for football-only use, possibly with joint tenancy between West Ham and Leyton Orient now that Tottenham Hotspur have withdrawn from the process, I think we have a project where everybody can win."

Leyton Orient chairman Barry Hearn recently admitted that the stadium "is not fit for football purposes".
