The 28-year-old only has one year left on his Etihad Stadium contract and talks over an extension are yet to begin, according to The Sun.
Spurs boss Tim Sherwood accused his side of 'lacking guts and characters' after their 4-0 thrashing at Chelsea on Saturday, and so Milner may be the type of player he would like to add to his squad if he remains in charge at White Hart Lane going into the summer transfer window.
The ex-Aston Villa midfielder could be one of several Englishmen to leave City at the end of the season, with manager Manuel Pellegrini believed to be unimpressed with the homegrown talent at his disposal.
Milner has only made seven Premier League starts for the Citizens this season.
