While Nuno Espirito Santo has put together a close-knit squad at Molineux, there remains a desire to bring in high-profile names.
Despite interest from the Premier League last summer, Rugani remained in Turin, only to make seven appearances during the current campaign.
However, TuttoJuve claims that the Serie A leaders still want to recoup £23m if they are to part ways with the 25-year-old.
The report suggests that Wolves have already failed with a bid of £18m for the Italy international, who still has three years left on his contract.
Arsenal were heavily linked with Rugani before the start of this season.
