The scheduled meetings at Plumpton, Pontefract and Windsor are now under threat due to the strike.
The new rules restrict jockeys to using their whips a maximum of seven times during a flat race and eight times during a jump race.
Yesterday jockey Richard Hughes gave up his riding licence after being penalised twice, while nine jockeys from the same race were handed suspensions on Wednesday.
