The RSPCA has given a cautious welcome to the British Horseracing Authority's proposed changes to whip rules.
The new guidelines will restrict jockeys from using the whip more than seven times during a flat race, while jump riders will be limited to eight.
"At first sight it would appear the BHA has made some positive changes to which we give a cautious welcome," said a spokesperson for the RSPCA.
"We will be monitoring their implementation to see if they have made a real difference to horse welfare."
Jockeys who break the rules could lose their riding fees.
