Premiership Rugby chiefs have insisted that there is "no amnesty in place" regarding its £5m salary cap, which has the full backing of each top-flight club.
A report in The Times suggested that England's elite sides had voted in favour of suspending investigations into wages and finances in order to protect the league's image.
However, a spokesman told Press Association Sport: "We don't make any comment on any salary-cap investigations which might or might not be occurring. But there is no amnesty in place. The salary-cap system is an integral part of Premiership Rugby and has the support of our clubs."
It has previously been claimed that Saracens and one other unnamed club had been under investigation due to alleged financial breaches.
