With the tie poised at 1-1 following Saturday's play, Laura Robson was beaten 4-6 6-4 6-2 by Paula Ormaechea on Sunday as the hosts went ahead.
Elena Baltacha, who was a late replacement for Johanna Konta, then needed to defeat Maria Irigoyen but came up short 5-7 6-3 1-6.
The result means that Britain will go back to competing in the Europe/Africa Zone Group.
