However, according to El Desmarque, Gunners boss Mikel Arteta is keen to secure a deal for the 27-year-old after an impressive first campaign in Seville.
Since making the switch from Nantes, Carlos has made 31 appearances in all competitions, which includes 25 starts in La Liga.
Although Arsenal will not contemplate paying the player's release clause, said to be £67.5m, the Premier League outfit may attempt to negotiate a deal with Sevilla.
Liverpool have also been linked with a move for the Brazilian as they look to strengthen in the defensive third of the pitch.
