The report claims that the Spanish champions are ready to pay €220m (£193.2m) - the same fee that they received last year - for a transfer to go through at the end of the campaign.
Neymar is said to have an agreement in place with PSG owner Nasser Al-Khelaifi, who is prepared to give the green light to the sale of the club's biggest asset.
The attacker has scored 39 goals from 40 appearances for PSG in all competitions.
