Veteran defender Nicolas Lombaerts also returns in defence, as Tottenham Hotspur duo Toby Alderweireld and Jan Vertonghen move to full-back.
Manchester United's Marouane Fellaini comes in for Axel Witsel, while Everton striker Romelu Lukaku will start up front.
Thomas Meunier, Jordan Lukaku and Laurent Depoitre all drop to the bench, having started in Belgium's 4-1 victory over Andorra on Saturday.
Visitors Israel also make four changes from the side that was defeated by Cyprus on Saturday, as Brighton & Hove Albion striker Tomer Hemed starts up front.
