The midfielder missed out against Bournemouth last weekend due to a knee issue and was absent from training during the early part of this week.
However, the Ecuador international has been passed fit to come back into the team at the expense of Lesley Ugochukwu.
That is the only alteration made by head coach Mauricio Pochettino, who has opted against recalling Ben Chilwell at left-back or further down the flank.
Levi Colwill continues to be deployed in an unfamiliar full-back role, while Mykhaylo Mudryk retains his place in the final third.
Cole Palmer also has to make do with a spot among the replacements, but there is a positive for Chelsea with Armando Broja featuring on the substitutes' bench for the first time since suffering a serious knee injury in December.
Meanwhile, Villa boss Unai Emery has reverted back to the side that started the 3-1 victory over Crystal Palace eight days ago.
Five players had come into the team for the 3-2 defeat to Legia Warsaw in the Europa Conference League - including Youri Tielemans - but they are back among the substitutes for the fixture in West London.
