Chelsea have been strongly linked with the Brazil international, although a recent report claimed that the Blues were now prioritising a move for Leicester City's Ben Chilwell.
Paris Saint-Germain are also thought to be interested in a summer deal, but according to Le 10 Sport, City are ready to rival the French champions for the left-back's signature.
The report claims that Citizens boss Pep Guardiola is a huge admirer of Telles and wants his club to 'fight' to secure a deal ahead of the 2020-21 campaign.
The defender, whose existing contract with Porto is due to expire next summer, has contributed eight goals and five assists in 23 Primeira Liga outings this season.
