Elgin went close through Shane Sutherland's long-range effort, but Austin completed his hat-trick when he headed home an accurate cross.
Sutherland then set up Craig Gunn to score Elgin's first in the 40th minute, but East Fife pulled away again five minutes later through traillist Derek Riordan's free kick.
Thirty-six seconds into the second half, Brian Cameron dragged Elgin back into it with a sharp finish from inside the box, but a confident Austin slotted home his fourth shortly after.
Elgin continued to pepper the East Fife goal as they tried to stage a comeback, but they left it too late as Daniel Moore's spectacular goal from outside the box came in the 90th minute.
