A majority of League One and League Two clubs are backing proposals to allow Premier League B teams to play in the Johnstone's Paint Trophy, according to a report.
The Football Association announced a plan to boost English football in May last year, the four-point blueprint including the creation of a new league within the pyramid for top-tier reserve teams.
Although the Football League responded by saying that they had "no appetite" for the new league, minutes from an AFC Wimbledon Supporters' Trust meeting claim that they were the only club out of 48 to oppose the Johnstone's Paint Trophy reforms.
Walsall play Bristol City in the final of this year's tournament at Wembley Stadium on March 22.
