The Cottagers host NSI Runavik in the first leg of the qualifier in Martin Jol's first game as manager.
Salcido and Dempsey are counted out after appearing in Sunday's Gold Cup final between Mexico and the USA, according to the Fulham and Hammersmith Chronicle.
Meanwhile, Bobby Zamora, who suffered a broken leg last season, is in contention for the bench after returning to training yesterday.
Kickoff at Craven Cottage is 19.30 on Thursday.
