Souleymane Bamba was adjudged to have brought down Michael Chopra, who himself stepped up but saw his penalty saved by Kasper Schmeichel in the Foxes net.
Ipswich wasted little time in responding to the miss and took the lead just minutes later when Lee Bowyer took advantage of some hesitant defending to slot home from six yards.
Former Sunderland striker Daryl Murphy then had a chance for the Blues to extend their lead, but he blazed over the crossbar from inside the box.
However, Leicester equalised through a penalty of their own after Jason Scotland handled on the edge of the area.
Paul Gallacher succeeded where Chopra did not to equalise for the Foxes and earn the home side a point.
