The hosts thought that they had taken the lead after just nine minutes when Glen Johnson's strike was parried into the path of Jonjo Shelvey, but the midfielder was flagged offside as he tucked the rebound in.
Stewart Downing was the next to test Ben Foster, unleashing a powerful shot from 30 yards that the West Brom keeper pushed up into the air before collecting it at the second attempt.
Shelvey almost forced an own goal shortly before half time when he drilled a ball in across the face of goal, which hit the standing leg of Steven Reid and looped just over his own crossbar.
If things stay the same, Liverpool will move up to seventh in the Premier League table, while West Brom will remain ninth.
