The Dutch defender, who made a goalscoring debut for the Reds last week, is not included in the 18-man squad as he has a tight hamstring.
Van Dijk is one of three players to make way from Liverpool's 2-1 win over Everton last time out in the FA Cup, with Adam Lallana and James Milner also dropping out.
Dejan Lovren takes over from Van Dijk in the heart of defence, while Mohamed Salah returns up top following his injury recovery and Georginio Wijnaldum is handed a central-midfield berth.
Reds boss Jurgen Klopp has stuck with Loris Karius between the sticks, meanwhile, as Liverpool seek a 10th clean sheet in 14 Anfield outings.
In terms of the visitors, Pep Guardiola has rotated his side following the 2-1 EFL Cup win over Bristol City in midweek, making six changes in all.
Ederson is back in goal ahead of Claudio Bravo, and there are also returns for Kyle Walker, Nicolas Otamendi and Fabian Delph, joining John Stones in the backline.
Guardiola has also brought Fernandinho back into the fold in place of Yaya Toure, who misses out entirely today, while Sergio Aguero -still without an Anfield goal - will start through the middle.
