City are believed to have looked at signing Frenkie de Jong, but they face competition from a number of clubs and Ajax will not consider selling until the end of the season at the earliest.
According to a report carried by the Manchester Evening News, Pep Guardiola's side are now considering Partey as a possible option and have enquired about the possibility of bringing him in next month.
The 25-year-old, used more regularly in a more advanced central midfield position this season, is believed to be considering an end-of-season exit from Atletico.
