Manchester City target Fernando has told Porto that he will not sign a new contract at the club, according to a report.
The midfielder, 26, was linked with a deadline-day move to the Etihad Stadium alongside his teammate Eliaquim Mangala.
The deal failed to materialise, but The Mirror claims that Fernando has made it clear that he wants to leave.
He can sign a pre-contract agreement with another club because his current agreement expires in the summer.
Manchester United and Liverpool are also tracking the Brazilian.
