Roque Santa Cruz is to undergo a medical at Real Betis, according to Sky Sports News.
The Manchester City striker has fallen out of favour with Roberto Mancini, and is likely to find first team opportunities limited this season with the club's abundance of strikers.
The 30-year-old moved to City from Blackburn Rovers in 2009 for £17.5m, but returned to the Lancashire club on loan for the second half of last season.
Santa Cruz has made 87 appearances for Paraguay since his international debut in 1999.
