Birmingham boss Pep Clotet has refused to rule out a sale, but The Sun suggests that it will take a huge offer to prise him away from St Andrew's.
Amid rumoured interest from the likes of Liverpool, Manchester City, Arsenal, Bayern Munich and Borussia Dortmund, the report indicates that United are keen to get to Bellingham's signature first.
That could mean paying up the mammoth sum Birmingham are after, making him one of the most expensive teenage signings in British football history, behind the likes of Red Devils pair Luke Shaw and Anthony Martial.
Bellingham joined Birmingham as a seven-year old and has been capped three times by England at Under-17s level.
