The versatile Brazilian has been attracting the interest of Barcelona this summer, but the Blues have refused to enter into negotiations with the Liga side.
However, the champions believe that a £30m offer will bring the Londoners to the table, according to The Mirror.
According to the report, United boss David Moyes believes that Chelsea manager Jose Mourinho is secretly not keen on Luiz's flamboyant style and the Scot feels that the offer may tempt the Portuguese to seriously consider the bid.
