Hatem Ben Arfa has accused FIFA of attempting to "create problems" by blocking his proposed move to Nice.
Newcastle United cancelled the winger's contract earlier this month ahead of his move to the Ligue 1 side, but the sport's governing body have said that he cannot join Nice this season because he has already featured for two clubs this season.
The 27-year-old, who spent the first half of the season on loan with Hull City, told Nice's website: "I do not understand why they would try to stop me from playing in France, my home, and say I should be in England or somewhere else. Why always try to create problems where there are none?
"I have only one desire, to play again on the pitches of Ligue 1, to have fun with my teammates, and to give pleasure to the fans who have welcomed me as ever."
Nice are arguing that an appearance for Newcastle's Under-21 side should not count as an official match, allowing the transfer to go ahead.
