Norwich City have been fined £20,000 after admitting a Football Association charge of failing to control their players during a recent Premier League match with Cardiff City.
Cardiff have admitted the same charge but will now face a non-personal hearing due to the Welsh club's refusal to accept the financial penalty.
Players from both sides were involved in a brawl late on at Carrow Road on October 26 following a disallowed goal by Leroy Fer.
Fer hit the ball into an empty net when he was expected to give it back to Cardiff after the visitors had stopped play for an injured Norwich player to be treated.
The game between the teams ended goalless.
