Simon Cox, preferred to Darius Henderson in attack, thought that he had a good case for a penalty when he rounded keeper Dean Gurken before going down, but referee Scott Mathieson turned down the home side's appeals.
Cox beat Gurken with a header midway through the opening period but saw his effort come back off the crossbar.
Ipswich's best opportunity of the first period came from a scramble in the penalty area, which saw Daryl Murphy's header drift narrowly wide of the post.
Forest started the game fifth in the Championship, but are tied on 31 points with Reading and Blackpool below them.
